Permit applications

222 QUEEN ANNE AVE. N. (3020923) for a Land Use Application to allow a minor communication utility (T-Mobile) consisting of nine panel antennas and two equipment cabinets to be located on the rooftop of an existing apartment building. The following approval is required: Administrative Conditional Use to allow a minor communication utility exceeding the height limit in an NC Zone. Building permit may be needed but was not included in this application. Written comments accepted through Sept. 6.

1249 FIFTH AVE. N. (3017573) for a Land Use Application to allow three three-story structure containing two townhouses each (for a total of six units) units in an environmentally critical area. Parking for 12 vehicles to be provided below-grade. Existing structure to be removed. The following approval is required: SEPA environmental determination. (This project is subject to the Optional DNS Process (WAC 197-11-355) and Early DNS Process (SMC 25.05.355). This comment period may be the only opportunity to comment on the environmental impacts of this proposal. Building permit may be needed but was not included in this application. Written comments accepted through Sept. 6.

 

Permit decisions

1226 TAYLOR AVE. N. (3019959) on a Land Use Application to allow the addition of one residential unit to an existing eight-unit apartment building (for a total of nine residential units). No change in parking. The following appealable decision has been made based on submitted plans: Determination of Non-Significance (no Environmental Impact Statement required). Environmental review completed, and no conditions imposed. This DNS is issued using the optional DNS process in WAC 197.11.355 and SMC 25.05.355. The comment period was originally published on April 9, 2015, and there is no further comment period on this DNS. The hearing examiner must receive appeals of this decision no later than Sept. 10.

 

Public meeting

1201 AMEGEN COURT W. (3021854) on a Land Use Application for environmental review of construction of up to four four-story buildings (65-foot structure height) and two single-story buildings, expansion of three existing buildings and a parking garage expansion, together with associated grading and demolition (Expedia Major Phased Development (“Cruise LLC”)). The proposed additions would total up to 1.23 million square feet of office space and 2,070 parking spaces, for a total of up to 1.9 million square feet of office space and 3,300 parking spaces on site. Proposed development includes a Major Phased Development. An Environmental Impact Statement will be prepared.

The Department of Planning and Development (DPD) director has reviewed the application described above and has issued a Determination of Significance (preparation of an Environmental Impact Statement is required). The DPD has scheduled a public meeting to gather comments on specific environmental impacts, issues and alternatives that should be addressed in the Environmental Impact Statement.

DPD has preliminarily identified the following elements of the environment for discussion in the Environmental Impact Statement: air quality; construction; earth; height, bulk and sale; land use, parking, public services; public views; and traffic and transportation.

A public scoping meeting will take place at the Queen Anne Community Center (1901 First Ave. W.), in Room 1, on Sept. 28, from 6 to 8 p.m., to discuss which environmental impacts and issues should be addressed in the Environmental Impact Statement.

Land use amendment

Pursuant to SMC 25.05.340 and WAC 197-11-340: At the direction of City Council, per Section 11 of Ordinance No. 124747, amendments are proposed to Section 23.42.056 of the Land Use Code to permit transitional encampments for homeless individuals as an interim use on all publicly owned or private property within the City of Seattle.

After review of a completed environmental checklist and other information on file, DPD has determined that the amendments described above will not have a probable significant adverse environmental impact and has issued a Determination of Non-Significance under the State Environmental Policy Act (no Environmental Impact Statement required).

Comments regarding this DNS or potential environmental impacts may be submitted through Sept. 10 to City of Seattle, DPD, Attn: Cheryl Waldman, P.O. Box 34019, Seattle WA 98124-4019.

Appeals of the decision to issue a Determination of Non-Significance (DNS) must be submitted to the Office of the Hearing Examiner by 5 p.m. on Sept. 17. Appeals should be addressed to the hearing examiner and must be accompanied by an $85 filing fee in a check payable to the City of Seattle. The appeal must be sent to City of Seattle Hearing Examiner, P.O. Box 94729, Seattle WA 98124-4729.

Recommendation

3308 P. W. HOWE ST. (3021270) on a Land Use Application to locate a minor communication (Crown Castle) on replaced Seattle City Light utility Pole No. 1384480 in the right-of-way. The project includes replacing the existing pole with a 34-foot-high light pole and attaching two antennas to the new pole. Equipment to be mounted on the pole.

DPD has completed its siting review of the Class II attachment described above and is recommending that the Seattle City Light (SCL) superintendent grant the request. SCL will make the final determination on the proposal.
