Seattle Center seeks future monorail operator

Seattle Center has issued a request for proposals (RFP) for a concessionaire to operate, maintain, market and manage Seattle Center Monorail, with an initial term beginning Jan. 1, 2015. Proposals are due on Jan. 9, 2014. 

Owned by the City of Seattle, Seattle Monorail consists of two trains, a guideway, 0.9 miles of tracks and two stations. It carries more than 2 million annual one-way riders between Downtown Seattle and Seattle Center.

Apart from capital investment in major maintenance and capital projects, the Monorail has consistently generated positive annual net revenue that is divided between the city and concessionaire, according to officials.

The concessionaire will be responsible for operating the Monorail, providing routine maintenance services for the trains, guideway, electrical-supply system and electrical systems of the ramp, gates and signaling structures, fare collection, janitorial services and station maintenance.

The RFP stipulates that Monorail operations must maximize accountability for safety, service reliability, records maintenance, cost control, revenue, business development and regulatory compliance.

The city will evaluate proposals based on the qualifications of the proposers and the criteria in the RFP. Seattle Center encourages potential proposers to attend a tour of the Monorail facilities/equipment and a pre-proposal conference at 1 p.m. Oct. 29, in Room 310 of Seattle Center Armory. The department will not provide individual meetings and tours. Notes from the conference will be placed on-line at ebidexchange.com/seattle.

Proposers may submit questions about this RFP via e-mail by 5 p.m. Dec. 5; a written response from the city will be issued no later than Dec. 20, 2013. Proposals are due at 5 p.m. Jan. 9, 2014, at Seattle Center, 305 Harrison St., Room 109, Seattle, WA 98109.
