Permit decisions

1928 11TH AVE. W. (3014797) for a Land Use Application to subdivide one development site into three unit lots in an Environmentally Critical Area. SEPA Review conducted under Project No. 3014425. The construction of residential units is being reviewed under Project No. 6337876. This subdivision of property is only for the purpose of allowing sale or lease of the unit lots. Development standards will be applied to the original parcel and not to each of the new unit lots. The following appealable decision has been made based on submitted plans: Short Subdivision to create three unit lots granted. The hearing examiner must receive appeals of this decision no later than June 17.

 

SEPA determination

Seattle Public Utilities uses vactor trucks to vacuum solids and fluids from stormwater drainage structures such as vaults and catch basins to ensure the proper functioning of the city’s stormwater drainage system and to comply with federal, state and city regulations. The Halladay Vactor Waste Decant Facility is an existing facility used to decant vactor waste (remove the liquid portion from the settled solids) and stockpile and dry the vactor solids until such time as they can be loaded onto trucks for disposal transport.

The proposed project would slightly reconfigure and improve the Halladay facility primarily to facilitate installation of an above-ground, concrete-block and tensioned-fabric, arched canopy structure so that stored decanted solids would be contained and protected from precipitation. By controlling the materials in this manner, the city would comply with federal, state and city regulations. The structure would provide shelter to allow the solids to dry before being trucked to a rail yard for transport to a landfill. In addition, the canopy would reduce the likelihood of decant liquids and vactor solids entering the surface-water/stormwater control system.

The proposed project includes the following components:

•Demolish existing asphalt and concrete surfaces and excavate and grade site;

•Trench to install and/or relocate required electrical, water and drainage utilities;

•Repave the area with asphalt;

•Assemble three 7-foot high, engineered-block retaining walls as the base of the structure, consisting of a concrete-block wall with a fabric canopy;

•Install engineered canopy frame and tensioned-fabric cover;

•Replace access gate; and

•Retain the existing decant pit and effluent treatment vault in their current locations.

The project is located in the Interbay neighborhood on a 4,900-square-foot portion of the West Halladay Street right-of-way, located between 21st and 20th avenues West. There is no street address for this location.

Seattle Public Utilities, the lead agency for this proposal, has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

This Determination of Non-significance (DNS) is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below.
