It depends upon what the motives are and who is behind it. Is it about defending against and containing, as opposed to propagating bio-terrorism? It's not a black-and-white issue.

Yes. I don't doubt that they will make it as safe as they can. However, accidents can happen, and they do happen. It seems like an unnecessary waste of money to me.
