2817 PROSCH AVE. W. (3016275) for a Land Use Application to allow a three-story, two-unit townhouse structure in an environmentally critical area. Existing house to remain. Parking for two vehicles to be provided within the structure. The following approval is required: SEPA environmental determination. Design reviews
3812 13TH AVE. W. (3015885) of a one three-unit and one two-unit townhouse structure (five units total) with parking for five vehicles. Existing four-plex structure to be demolished.
The DPD director will accept written comments to assist in the preparation of the early design guidance through Wednesday, Nov. 6, 2013. Comments regarding site planning and design issues that should be addressed in the design for this project are welcome. This is the only opportunity to comment on this proposal. Comments should be submitted to PRC@seattle.gov or City of Seattle, DPD, PRC, 700 Fifth Ave., Suite 2000, P.O. Box 34019, Seattle, WA 98124-4019.
Following the public comment period, the DPD will issue a written design guidance report. This report will consider public comment and the applicable citywide and neighborhood specific Design Guidelines and will serve as the basis for further review of the building permit. Once the applicant has incorporated the design guidance into the proposal they may apply for a building permit. No public notice of the building permit application will be provided.

531 QUEEN ANNE AVE. N. (3014863) of a two-story retail pharmacy with parking for 33 vehicles below-grade.
An application for Design Review related to future development of this site has been submitted to the Department of Planning and Development (DPD). The first phase of Design Review includes the Early Design Guidance (EDG) meeting (an early design guidance meeting was previously held on July 17, 2013). At the Early Design Guidance meeting, the applicants will present information about the site and vicinity, as well as early massing design concepts.
The public may offer comments regarding only the design of a development on the subject site. (If environmental review is triggered, comments related to environmental impacts — such as traffic, parking, noise, etc. — may be sent to DPD following notice of that review.)
The Design Review Board will provide guidance and identify those Design Guidelines of highest priority for the design as it moves forward toward Master Use Permit (MUP) application.
Following the meeting, DPD will issue a written Early Design Guidance report summarizing the meeting. This report will be sent to those who signed in at the meeting or otherwise requested a copy.

Advisory committee
Seattle Pacific University (SPU) and the City of Seattle maintain a Standing Advisory Committee composed of representatives of SPU and surrounding communities to advise the city and SPU concerning development under the SPU Major Institution Master Plan. The committee will meet next on Nov. 13, from 7 to 8 p.m., at SPU’s library (3226 Sixth Ave. W.), in the Seminar Room.
The sole agenda item for this meeting is the determination of the Standing Advisory Committee’s formal recommendation concerning SPU’s request for a minor amendment to its current Master Plan to allow greater height for the light poles to accommodate field lighting at Wallace Field. The Committee was previously briefed on this project at a prior public meeting.
SPU will have formally requested the amendment prior to Nov. 13, 2013. Applicable city codes require that the Advisory Committee be given the opportunity to review this request and submit comments on whether the amendment represents a minor or major change to the Adopted Master Plan prior to the City making a decision on this request.
