LAND USE: Major Institution Master Plan for Children's Hospital & Regional Medical Center

The following information was provided by the city's Department of Planning and Development. Written comments on projects should be mailed to 700 Fifth Ave., Suite 2000, P.O. Box 34019, Seattle, WA 98124-4019. Appeals are made to the Office of the Hearing Examiner, Seattle Municipal Tower, 40th Floor (SMT-40-00), 700 Fifth Ave., Suite 4000, Seattle, WA 98104. PERMIT APPLICATIONS

4800 Sand Point Way N.E. (3007521) for a Council Land Use Action to create a new Major Institution Master Plan for Children's Hospital. New height limits are proposed; a 50' area, a 90' area, a 120' area and a 240' area. The Hartman Building at 4561 Sand Point Way N.E. is proposed for inclusion in the major institution overlay (Project No. 3007696). Environmental Impact Statement to be prepared by the City of Seattle.

The following approvals are required: SEPA environmental determination; Council Land Use Action to allow a new Major Institution Master Plan. Building permit may be needed but was not included in this application. Written comments accepted through Monday, Aug. 20.


PERMIT DECISIONS

1200 N.E. Pacific St. (3004405) on a Shoreline Substantial Development Permit to construct new over-water docks in an existing recreational marina (Boat Street Marina). Existing docks to be removed. Project includes 120 linear feet of shoreline restoration and bulkhead demolition. Parking to be restriped to provide 42 parking spaces. Determination of Non-Significance prepared by the University of Washington. The following appealable decisions have been made based on submitted plans: SEPA to conditionally approve pursuant to 25.05.660; Shoreline Substantial Development Permit to allow a recreational marina in the US Environment conditionally granted. This decision is appealable to the Washington State Shoreline Hearings Board until at least Aug. 27.

2420 Bigelow Ave. N. (3007259) on a Land Use Application to allow a third-story addition and roof deck on existing single-family residence. The following appealable decisions have been made based on submitted plans: Variance to allow portion of principal structure to extend into required front yard conditionally granted; Variance to allow portion of principal structure to extend into required side yard conditionally granted; Variance to allow expansion of non-conforming structure conditionally granted. The hearing examiner must receive appeals of this decision no later than Aug. 23.


DESIGN REVIEWS

7200 Aurora Ave. N. (3005192) of a four-story structure consisting of 28 residential units above retail space. Parking will be provided at and below grade. Existing gas station to be removed. The meeting will take place Monday, Aug. 20, at 6:30 p.m. at University Heights Community Center, 5031 University Way N.E., in Room 209. 4047 Eighth Ave. N.E. (3005619) of a three-story, 30-room congregate residence. Parking for seven vehicles will be located at and below grade. Existing structures to be removed. The meeting will take place Monday, Aug. 20, at 8 p.m. at University Heights Community Center, 5031 University Way N.E., in Room 209. PUBLIC MEETINGS

Land at 4561 Sand Point Way N.E. (currently the Hartman Building) is proposed for inclusion in the Major Institution Overlay. Environmental Impact Statement to be prepared by the Department of Planning and Development.

The DPD director has reviewed the application described above and has issued a Determination of Significance (preparation of an Environmental Impact Statement is required). The Determination of Significance, plans and other documents are part of the project file, which is available for public review at the DPD Public Resource Center, 700 Fifth Ave., Suite 2000, Seattle Municipal Tower.

A public scoping meeting on the environmental impacts and issues that should be addressed in the Environmental Impact Statement will take place Aug. 23 from 6 to 8 p.m. at Children's Hospital & Regional Medical Center, 4800 Sand Point Way N.E., in the Wright Auditorium, which is located on the first floor of the Janet Sinegal Patient Care Building. Parking for attendees of this meeting will be available in Lots 2 and 3 on the hospital campus.
